Issue tabs don't work in IE9

      Steps to Reproduce:

      1. Open JIRA 6.2.1 issue
      2. Create multiple comment in that issue
      3. Refresh the issue and make sure the "X Older Comments" is shown
      4. Click on the "X Older Comments" to expand the list of comments.
        X represent the number of comments.

      Expected Behaviour

      The comments are expand correctly

      Actual Behaviour

      The "X Older Comments" unable to expand to list of comments.

      Note:

      • Unable to reproduce in JIRA 6.2
      • IE 11 are working fine.
