Update notification mail have HTML tag (use J-editor)

      I setting send a notification email when Issue Updated.

      I modify description text (used J-editor) at existed issue.

      Watcher get email have changed description with HTML Tag.

      It cause Issue Updated notification send only modify section and support only TEXT type(Not HTML tag).

      Plz change Issue Updated notification can also support HTML format.
