Permission Helper screen should be scrollable

      One of the JIRA Admin Helper plugin feature is to check a particular permission on a particular user, which is called the Permission Helper.

      Because the Permission Helper screen is not rendered to be scrollable, the "Submit" and "Close" button is missing from view. As you can see in the following screenshot

      Workaround: Press "Enter" to "Submit" and "Esc" to "Close"
