JIRA Admin Helper Permissions Links Are Incorrect

      Test User cannot Edit Issue TST-1
      Use Admin -> Permission Helper to test if Test User can edit TST-1
      Discover they do not have permission because they are not in Developer Role (or whatever the reason is)
      Click on the link that shows you how to edit the Role
      404

      I think this is because of the new user management in OD - we not longer have the /people tab.
