Improve Error Message when setting the JIRA Base to a IPv6 address

      Steps to Reproduce:

      1. Go to General Configuration
      2. Set the Base URL using IPv6 address(eg. http://[fe80::e2db:55ff:fed6:832d]:8080).

      Expected Result:

      Base URL set correctly.

      Actual Result:

      JIRA returns the following error:

      You must set a valid base URL.

      Suggestion

      There is no clear indication of whether JIRA supports IPV6. If it is currently unsupported, it should inform the user while setting the Base Url with a message such as:

      JIRA does not currently support IPV6, please insert a valid IPV4 address.
