Large number of favourite filters causes collapsed filter sidebar to overflow into footer

      Steps to reproduce

      1. On the issue navigator save around 20 filters
      2. Collapse the filter side bar
      3. Hover on the filter sidebar to cause it to open, you will see saved filters at the bottom of the list overflowing into the footer

      The issue does not occur when the filters side bar is permanently expanded.
