Adjust "Add comment" button position based on comment sort option rather than having to scroll

      In JIRA 5.2.x, clicking the 'Comment' button from the top of the page, provided a form at the top that allowed users to add comments there.
      This made reviewing previous comments much easier. In Jira Service Desk Cloud, this no longer exists. Any chance to add this functionality back in?
