Hide custom field from user to search in Issue Navigator

      User currently concerns about how the custom field show in Issue Navigator.

      Steps of reproduce the result:

      1. Add a new custom field known as custom field A and associate only for Project A (any issue type).
      2. UserB only have all permission's for Project B.
      3. UserB does not have access to ProjectA, however when UserB searches for an issue and clicks on the more button it displays the custom field (grayed out)

      Actual Result:

      This is an intended behavior where user search custom field and see the field display as grayed out in Issue Navigator even though user doesn't have browse permission in Project A.

      Expected Result:

      Custom field should not appear in Issue Navigator or searchable by the user.
