      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      This is a BIG code smell for JIRA and a PITA for support as it results in odd things happening every time some country changes its DST start or end dates.

      The long term strategy is to use replace all DateTime libraries in JIRA with Java 8's new Date support and get rid of the already bad smell coming from JodaTime in this area.
