When adding an Issue Collector to any projects using Internet Explorer 10 (IE10), the 'Template Preview' is not rendered, and a warning message appears right below stating that:

Issue Collectors will not record all the data submitted in the form, since the description and environment fields for the issue type are not present.

Apart from that, the Submit button is greyed out and unclickable.

Steps to reproduce:

1. Using Internet Explorer 10, go to a project's administration view.
2. Select 'Issue Collectors' on the left.
3. Click the 'Add Issue Collector' button
4. Scroll the page down until you see the 'Template Preview'

This only happens in IE10. In IE8, IE9, IE11, Chrome, and Firefox, the 'Template Preview' is rendered correctly.

Workaround:

1. Use another browser
2. If using IE10, switch Document Mode to IE9 Standards (while keeping Browser Mode as IE10)
