Reset issue counter

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      User would like to "reset" the project so that the issue count is set to zero. Having to create a new project is time consuming and having to go via the database backend is messy.
