Filter Subscription to external users

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Currently, filter subscriptions only allow to add internal JIRA users to be notified about the filter. It will be nice if it's possible to add external user (email addresses) to be notified on those subscriptions, as sometimes it's difficult to create internal users for all the external users who should be notified.
