Location system.admin doesn't work

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      With the new version of JIRA, plugins using system.admin location lost their link to configuration screen.

      I Replace it by "admin_plugins_menu" and it will be OK.
