      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Currently we are all over the place with Base URL vs using the detected URL in the web request. Currently JIRA only supports a single URL for access, but some customers have been using different internal and external URLs to access JIRA.

      In some cases (Activity Stream for example) we use the base url always, and other cases (XML Issue View) we use the detected URL.

      We should figure out what we want to use and do a better job on guiding customers to get their instance into a good state to start with (a single URL to access JIRA)
