Use PNG as an option for screenshot attachments format

      PNG format (supported by almost everything but for some reason not as famous as JPG) makes screenshots about twice less in size than JPG.

      It would be usefull option in JIRA - allow user (or administrator) to choose which format to use for screenshot attachments.
