Order of items set in the screen configuration is not in the same order on main screen

      When setting the order of fields on a screen in the admin page, I noticed that the order I set was not what was ultimately displayed.
      In the attached image, the right side of the image is a screenshot of the screen configuration page, the left is a screenshot of the main page (what people see). I was surprised to see they did not match.
