I have an update re: this feature request. I am happy to share that we will be addressing this as part of the new issue view experience currently being rolled out and improved. We have more to do to make this an incredible experience for you all (we still have some missing functionality that is expected), but this is one item we will be able to improve as part of our work in this area.

Our plan is for custom fields: multi-line text to always come as a rich text editor with the new WYSIWYG editor, which will include proper mentions functionality. Unfortunately, I can’t give a specific date on when this will be live, but it is on our roadmap in the near future. It will require you to be using the new issue view experience which you can read more about with this link.
