Searching Saved Filters not usable; too many results returned

      Searching for filters by name is not usable because it does an OR search.

      Users can't really narrow results fine enough. For example, searching "Open Bugs" finds everything with the words Open OR Bug. Users will intuitively paste the whole filter name.

      The logic should be changed to do an AND search which would provide more effective search results.

      This problem also afflicts Gadgets such as Pie Chart gadget.
