      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Currently, in order to create read-only accounts, you need to modify a project's permissions and modify all related workflows to add conditions.

      This operation can be fairly involved, so this request is for a permission level that disables any user operations for a project, only allowing view permissions.
