when creating a Duplicate link from issue1 to issue2, issue1's Resolution should be set to "Duplicate"

      Marking an issue as Duplicate requires two steps: Creating a Duplicate link and then resolving the issue as Duplicate. These should be combined into one step so there's no chance that one can be done without doing the other.
