After much discussion, we added a "Refactoring" issue type. The icon that we chose is a page with a small heart on it. While it seems that Improvement could be used, refactoring and improving are really different things. It would be nice to see this in the default configuration (it's easier to remove an issue type than to add one, at least if you want a cute icon).
