Allow customers to set start of Issue numbers from the UI

      Currently to seed the start of issue numbers, JIRA administrators must shut down JIRA and perform the following workaround.

      Having an option from the UI would be less intrusive, and specifically for OnDemand, where customers cannot reach the database and must use a CSV import to populate issues to reach their desired starting point.
