Subtask progress bar broken, always stuck at 50%

      Steps to reproduce
      1. Turn off Time Tracking if it's on.
      2. Create an issue, then create some subtasks under it.
      3. Notice that the progress bar shows 50% resolved issues regardless of the actual number.
