Permission to edit remaining estimate of an issue

      Currently, users with the 'Work on Issues' permission are able to edit the remaining estimate of the issue. This can cause some problems (possibly in terms of reporting) if a user changes it.

      There should be a restriction on who can edit the 'Remaining Estimate' value of the issue.
