JIRA shows misleading error message when trying to assign nonexistent user to project role

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      The message says that user is not active, which is not quite true, as it doesn't exists.

      How to reproduce:

      • go to administer project page -> roles
      • try to add nonexistent user to project role (for example Administartors)
      • error dialog will appear:
