The create issue screen will remember the previous issue creation's field configuration. For example:

1. Make the component field not required and create an issue without the component field on the screen. The create issue screen will remember the previous field configuration
   
2. Make the component field required
   
3. Try to create an issue and the component field will not be displayed on the create issue screen
   

However, when a user tries to create an issue, the component field will automatically appear on the screen, and JIRA will prompt an exception requesting for a value for the required field.

It would be convenient for users to know what fields are required when creating an issue, regardless of the previous field configuration.
