      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      As a user, is not consistent to have the priority help link show in Issue Collector Form if not allow to click for view and only applicable for logged in user (see Capture01.PNG and Capture02.PNG)

      It would be great that JIRA have the ability to disable the help icon button on Issue Collector.
