JIRA username conflict notification cannot be configured

      The Username Conflict notification cannot be disabled or customized to send the messages to a single group, instead of using the default settings (no sure which is).

          		 Ability to Set System Emails to go to a Particular Group only Sub-task Closed Unassigned
          2.
          		 Access to Disable Outgoing System Email during Admin Maintenance in OnDemand Sub-task Closed Unassigned
