Add comments (from email) to the issues without replying to email notification

      Since NotificationInstance table is dropped, now the users not anymore can add comments to the issues without replying to the email notification. Before JIRA used to compare the message-ID and add the comment base on the message-ID in NotificationInstance table. We hope we can provide again to the customers or provide another alternative way for the same feature.
