Restrict share issue functionality to only registered users

      To meet security requirements, some customers would like to restrict the share issue feature (emailing issues) so that they can only be received by registered JIRA users.

      As an added level of security it would also be good to be able to only share issues with users that have permission to see the issues (so keeping in mind browse permission and issue level security).
