Disable email notification for inactive users

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Over a long period of time, Jira users leave the company or change email addresses and dissappear. This means that any issues or notification schemes that refer to them continue trying send them emails and leave the inbox with 100's of "delivery failures".

      We would like to be able to disable users' email notifications in this instance.
