Hipchat plugin is intercepting admin links for other modules

When I go here:
https://jira.atlassian.com/plugins/servlet/project-config/RNDR

and click on "Configure permission and default field values" at the bottom of the page (from remote issue copy plugin), it instead takes me to a screen for entering the API token for HipChat!

I then re-abled the HipChat plugin and the "Configure permission and default field values" works as expected, however, the hipchat conifguration action now takes me to the config page for "Configure permission and default field values"

Marking critical because it isn't clear how consistent this is, and it could get in the way of something very important. It looks like a problem with JIRA rather than the plugins themselves.
