In 'Viewable by' during Commenting Issue, User with Many Groups Cannot See Full List of the Groups

1. Need a user with many groups (more than 25 groups).
2. Go to issue view screen.
3. Click 'Comment' on the toolbar.
4. Click 'Viewable By'.
4. The list does not show full lists of groups.

When page is zoomed out to 75%, I can see all group lists.

The list should have a dropdown to cater all of the groups that user have. This is the case when we want to see group list in 'Viewable by' through 'Edit Issue'. There will be a dropdown that will help us finding all groups.
