When I transition an issue from in progress to technical review, I get an email saying that the issue has been reopened, and no email detailing the actual change that occured on the issue.

I've noticed in the last 24 hours that almost every email I've gotten has said that the issue was reopened, even though the actual transitions are things like tech review to QA or QA to done etc.
