Upgrade of evaluation licence during setup wizard results in system error

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      Steps to reproduce:

      1. Start a fresh JIRA installation
      2. Select internal database
      3. Enter an expired license key
      4. After the installation is finished, you see
      5. Click the Edit License or proceed under Evaluation Terms link
      6. Enter your admin details and a valid license; click the Proceed button
      7. BUG: the system error is raised (see attached file for full stack trace)
