support issue creation by email on OnDemand

      This entails:
      1. Ability to add your own pop/imap servers
      2. Ability to add a handler to create issues from #1
      3. Ability to add a handler to add comments from #1

      To support issue creation by email on OnDemand, JIRA needs to support SOCKS proxies for mail handlers.
