Plugin permissions

      This would be great to let us select which group of permissions users may have access to.

      For example, we have subversion and FishEye plugin in Jira. Currently they are linked to "View Version Control" permission so we could not give specific permission for each plugins.

      Our request feature would be to let create group permission for plugins.
