      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      We very frequently attach files to issues. At the moment we always have to click on the "More Actions" button and then "Attach Files". It would be useful to be able to specify the order of buttons in the actions group so that the "Attach Files" button can be among the first few action buttons.
