Description

In regards to GHS-3904 and GHS-3904 it has been discovered that up until recently customers have been asked to set up their Oracle databases with missing privelages to create sequences and and triggers.
The documentation has since taken amendments JRA-26840,JRA-26879.
As an improvement/bug can it be made that upon install/upgrade of JIRA 5.0 onwards that JIRA can check the oracle database to see that it has the correct privelages? This should catch the bad configurations where they start.
AO requires these privelages when creating tables etc... in the database and will fail if these are set otherwise.
