      Please mention checking Allow users to vote on issues = on inside of JIRA General Configuration when setting up voting inside of JIRA.

      The following has helped previously in guiding when voting was not available:
      1. Login to JIRA.
      2. In the administration, go to "General Configuration".
      3. Set the "Allow users to vote on issues" to "on".
      4. Please retry that voting process.
