Make the JIRA source bundle more complete

Much of the application JIRA as shipped uses plugins for it's different features (good). However the JIRA source code as shipped doesn't always contain all the source code for these plugins (bad). The most recent example is the atlassian-feedback-plugin (https://maven.atlassian.com/content/groups/m1/com.atlassian.plugin/poms). Plugin developers care about whether the source is complete because they are often modifying or copying existing source code.

Please would you add a check to source code deployment to make sure that the source code for all the bundled plugins is included, or if it's not included then it's referenced in a document that says where to find it, or that the code is closed.
