I've been toying around with ideas for the JIRA menu bar to improve some minor problems with it:

• the disabled "More Actions" and "Workflow" buttons are unnecessary when additional actions or workflow aren't present
• the "More" button labels are the only way the user can tell which button group relates to which functionality: actions or workflow.

Therefore, my suggestion is to:

• add a label before each button group on the toolbar, "Actions" and "Workflow"
• hide the "More" button if it's unnecessary
• remove the now-unnecessary additional word on the More button.

(I think we could also improve the spacing around the menu indicator on the More button. In the new design screenshot, it pretty obvious that it has too much space on either side.)
