Filters Should Use Priorities ID's instead of Priorities Names

      When creating a filter, Jira uses priority names instead of ID's and when you edit the priority name via Administration -> Issue Settings -> Priorities all the filters that depends on the priority name no longer works.

      Furthermore, it would be great if a warning message was displayed when editing it.
