UI for editing release notes template

The instructions for editing the release notes template require modifying Velocity templates on the server.

Hosted customers don't have the ability to do this, so a feature to edit templates via the UI would be required to allow them to customise their release notes.

Note that for security reasons, we couldn't allow arbitrary Velocity code here. We would need to implement some kind of safe templating language.
