      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Obsolete users (e.g. someone who has left the company) who have been removed from all groups remain selectable in User Picker. For instance, someone can pick and assign issues to such an user. Perhaps an option to hide certain users from the User Picker can be implemented.
