    Description

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      If a user leaves the firm and his account has to be removed, JIRA won't let us delete because there are still unresolved issues reported by that user. JIRA should allow to transfer ownership of these issues to another user and delete this account safely.
