If someone, either accidentally or deliberately, points a newer JIRA instance at a database that has the data from an older version in it, the database will be upgraded without any warning or confirmation at all. This can be a major issue if (for example) during testing of an upgrade, the new version of JIRA is accidentally set to use the database of the production instance.
Something as simple as a screen saying "WARNING: You're about to upgrade the database <name> on <server>, older versions of JIRA won't be able to use it anymore. Ensure you have a backup prior to clicking Continue!" would alleviate a lot of these issues.
