Add support for personal labels on issues

      I would like to have the ability to categorize various issues without cluttering the global label namespace. Also, I would like to prevent other people from adding or removing my labels on issues. Would it be possible to add personal labels to JIRA issues in the same fashion as personal labels in Confluence?
