Allow configuration of the statuses detected by the Issues In Progress gadget

      The gadget is hardcoded to filter issue using 'In Progress' status whereby if the statuses are in other language the filter will not be able to find it.

      To replicate the problem:

      1. Install JIRA using other language (eg:French)
      2. Translate the statuses to French (eg: "In Progress" to "En Cours")
      3. Add the Issues In Progress gadget into the dashboard
      4. Create new issue and transition it to "En Cours" status
      5. refresh the "Issues In Progress" gadget and the result will be empty.
      6. click on the link to the Issue Filter in the gadget, the filter is hard coded as shown below:
