      I want to make notes about my investigation into an issue, but I only want to communicate summaries of the information I find to the Watchers. At the same time, I want to keep the entire history of the issue in JIRA, and I want to encourage others to use JIRA to communicate about the issue. At the moment, it's not working very well, because users find the amount of email from JIRA overwhelming; this is just one example.
